Hey, don't look at me - it's the last guy's fault! It's not enough for us to just point out where Obama and his cast of hacks are going dreadfully wrong when it comes to national security, the economy, spending, taxes - just pick any issue and it is a disaster in progress. Before the current reforms in place since 1996, states were given more federal funds if their welfare caseloads were increased, and funds were cut whenever the state caseload fell.
